What is lemmy.world doing defederating before hexbear even federates? lemmy.world/instances

What evidence do you have of hexbear breaking the lemmy or citizen code of conduct?
Has the criteria for defederation changed?
Hexbear is one of the largest and most active lemmy instances:

I think eventually there may be too many to explain them all.
But if I recall isn’t is possible to provide a comment for every de-federated instance that can be looked up? i swear I’ve seen it before.
Why would it be hard to explain each one? The explanation could just be a sentence like “full of fascists” or “promoting hate” or “known to brigade other instances with trolls” and that is all that is needed since users of the instance can switch if they don’t like it.
Most defederations are blocking tiny dead instances to avoid bot spam. It’d be easy to make an explanation in most cases!
If it could just be a sentence, then it should be whatever site I saw that shows why instances were de-federated
I really wish I could remember what site it was though.
There is one for exploding-heads and explaining why beehaw.org blocked lemmy.world but lemmy.world didn’t block an instance that blocked them.
The last two large instance defederation events regarding lemmy.world were mentioned so i’m just asking what the reasoning is for hexbear.net
