well there is this report dialog and i can personally testify that in the early days of reddit blackout sunaurus (our instance admin) messaged me on behalf of someone being unhappy that i called him pathetic clown.
i am not really sure whether he still has time and will to message each complaint subject individually, but the button does something and the report ends up in inbox of some admin somewhere. how it is handled will depend on the specific admin.
EDIT: It’s possible to report comment or posts, what it’s not possible (AFAIK) is the option to report a user account as a whole.
Because AFAIK there is no way to report a user, I went to the Meta community of the user’s instance and posted a comment about it:

I was talking about reporting a user account as a whole, not a specific comment or post.

every instance has publicly available list of admins in its sidebar, so if you care enough, you can manually message them.
