Whether or not he could is largely irrelevant. Executive orders can be completely undone by the next administration. Plus I’d wager this is out of scope for an executive order. Executive orders generally have to do with operations issues with the federal government.
He can issue an executive order to limit the number of immigrants can cross the US-Mexico border per day because that’s an operational issue for an agency within the executive branch. He can’t say, “Everyone can have access to IVF”. Essentially, he’d be saying that individual states can’t make illegal, IVF procedures. That’s a legislative policy issue, and would be up to congress to pass a law that would force the states to fall in line.
That’s my understanding at least. I’m sure I’ve mucked something up in that explanation, but would wager that the overall gist of it is correct.

I just missed this gen entirely, and with the exception of the Switch’s successor, I don’t think I’m going to be buying another console for a very long time.
I used to be a dedicated console gamer… I had an NES growing up, then a Genesis, Saturn, and Dreamcast. Picked up a Game Cube somewhere along the way. Then I had the Xbox, Xbox 360, PS3, PS4, WiiU, and finally the XBOne and Switch. I’ve had PCs mixed in there from time to time, but most gaming was done in the living room on console.
Then the Series X/S and PS5 come around… there were the massive supply issues, and everything was moving to 4K and I didn’t have 4K, and none of it seemed worth the upgrade. At this point my laptop was a dinosaur from 2011 and needed to be replaced anyway. So I built a desktop PC, which gets gamed on alongside my Switch, and my XBOne has been gathering dust.

Doubtless, you can look at any top level professional sport league and find some physical trait (or set of traits) that is wholly disproportionate compared to the general population due to those traits providing some advantage(s) that is unique to that game.

What else should it be called? I don’t think there’s some moral responsibility placed upon the patron to make up for the loss, even with that name. It’s a gamble for the business that is usually thought out and is intended to lead to an increase in profits overall due to margins baked into items that aren’t on promo.
Sure, it’s considered poor taste to come to a restaurant solely for the free bread and some water and then leave, but it’s completely fair game to take advantage of a loss leading promotion like “endless shrimp” or Costco’s $1.75 for a hot dog and soda. The loss leader gets you in the door. They have other strategies to make that loss worth their while. If you walk in and pound more shrimp than Red Lobster can cover with the margins on the rest of your ticket, that’s their fault not yours… the house lost that bet.

He gave tons of self incriminating depositions in that case with the explicit understanding that he wouldn’t be prosecuted criminally.

How is this an emergency? The dealing with emergencies here (personal interpretation) would be for national security emergencies or natural disasters to allocate resources. An individual citizen’s lack of access to a medical procedure, while tragic, fails to rise to that level.
The key bit you quoted has to do with deciding how and to what degree legislation will be enforced. Also remember that this is at the federal level, not the state level. So he can issue an executive order to keep the FBI and other federal law enforcement agencies from enforcing any anti-IVF laws, similar to how they’ve directed the DEA to not pursue marijuana charges in states where recreational use has been legalized. hHe cannot simply write a law into existence, which is what would be needed for what you’re asking.
