The decision, revealed during a court hearing in Washington, was a dramatic shift by Immigration and Customs Enforcement, even as the administration characterized it as only a temporary reprieve.

I suspect a good portion would rather roll the dice than go back their home countries. I met a film student from Macedonia not too long ago. She has literally zero opportunity back home. If anything, it’s negative opportunity due to risk of crime and needing to depend on someone else.
other developed countries besides US for study and thrive. But, again it needs time and effort to move out and also they need to brace for culture shock in different country as well.
