Horses are way too flighty. If they step in hole or get stuck in the mud they go crazy and flail about. Mules, on the other hand, will remain calm and stop.
I guess sometimes fitting the “stubborn as a mule” stereotype is a good thing.
Mules are better over extremely rough terrain - they’re shorter and stockier. Horses evolved to run over open grasslands, plains, and rocky steppes.
